Leatherman supports SC gas Tax Increase

State Senator Leatherman (R-Florence) said Monday that he believes raising the gas tax would be a viable way to provide additional and much needed recurring dollars for improvements to roads, highways and bridges. The proposed gas tax increase is a hot topic for this years General Assembly.

Leatherman said an increase of the tax is needed to provide recurring dollars for roads, bridges and interstates. “I’m telling you at this point I will be for a gas tax increase, or user fee, that’s what I call it,” Leatherman said. “If we don’t do it, the highways will continue to crumble.”

Leatherman is Chairman of the Senate Finance Committee, and spoke about where some of the $265 million in new recurring revenue may may be allocated to. Infrastructure he said is a concern he hears a great deal about from prospective investors in South Carolina.

“So I think we have got to address this,” Leatherman said “Highway infrastructure is the lifeblood of our state. We absolutely have got to do something about that, so those who say, ‘well, no user fee’ – I say okay, how are we going to fix the highways? ‘Well you did it last year.’ Come on, come on, our people aren’t going to buy that. They know the highways aren’t fixed.”

However  Governor Nikki Haley has vowed to veto any bill that will increase the gas tax. Halley said in hear State of the State address last week that she does not support raising the gas tax.

“Raising the gas tax, forcing our people and our businesses to pay more for the simple act of getting around, is not an option for me,” Haley said in her fourth State of the State Address last Tuesday. “I will veto any bill that reaches my desk that raises taxes on gasoline.” See the full article by clicking the link below.

Greenville County Citizen Roads Commission

Thursday night, the Greenville County citizen roads commission met for the first time to begin the process of compiling a list of high-priority road improvement projects. Many local representatives from Greenville municipalities and official departments were vying for a spot on the list despite the fact that neither the commission nor the county has funding  for the final list of projects.

Last November the Greenville County Council passed a resolution to create the roads commission to hear the needs of the citizens. The projects that made their final list of road improvements were slated to be funded through 1% sales tax increase also known as a penny tax.

However the resolution was greatly amended to remove all mention of funding, and the County Council explicitly told the chairwoman of the committee, Lisa Stevens, that the commission should leave funding concerns out of the commission’s decision entirely. 2014 S.C. General Assembly Prefiled Bills

Gas Tax Increase: S.891

This bills primary sponsor is (R)Sen. Ray Cleary of Georgetown. This bill would increase the state’s gas tax by two cent every year until the gas tax reaches 36 cents per gallon. This would more than double the current gas tax of 16.5 cents per gallon. Currently South Carolina has the third lowest gas tax in the nation.

Republican Governor Nikki Haley has said she will veto any legislation to increase the states gas tax.

Online sales taxes: S.870

This bills primary sponsor is first year Democratic Senator Marlon Kimpson of Charleston. This bill would require online retailers to collect state sales taxes if they have sales of more than $10,000 a year to S.C. resident. This bill however would not apply to companies that own,leases or utilizes a distribution facility in the state.

Amazon.com seems to be exempt from this sales tax, having their distribution plant in Lexington County.
